Reading does not show energy and conviction and gives the impression that the words are not yours or that you don't mean what you are saying. It also prevenmts you from interacting with your audience because as you tend to focus on reading rather than on the audience. The eye contact is often lost when reading, body language is almost entirely absent and the tone may not be appropriate. A written speech can be memorized and rehearsed well enough for you to not require reading when delivering it.
